It works client side with localStorage and is shared between accounts - however it is never deleted unless you delete all your contacts manually

Hello, it means that your account is not funded or that you have not enough XLM for that (you need at least 20.1 XLM I guess)

The page have a really great layout, I find it really easy to use. Still thoe a menu bar at the top of the page would make it more easy to navigate the page.
